Building with RAD
The Council of Large Public Housing Authorities (CLPHA)—with the support of the National Equity Fund (NEF), HAI Group, Reno & Cavanaugh, and CF Housing Group—organized the RAD Collaborative for interested Public Housing Authorities, their partners and residents using the Rental Assistance Demonstration to preserve and revitalize public housing properties. Our focus also includes extending RAD to multifamily housing at risk of being lost from the affordable inventory--including Rent Supp, RAP, Mod Rehab and Section 202 PRAC properties.
Latest Doings
Focus Ahead
As spelled out in our January 2024 RC Update, after a decade of RAD practice, in the next year the Collaborative will focus on helping devise a renewed vision and plan for RAD implementation in the next decade. That vision “…should be nothing less than moving the entire public housing inventory beyond the separate and anachronistic public housing funding system and fully integrating it into the affordable housing financing and development mainstream.”
This work will principally focus on supporting CLPHA’s just-underway process for charting a 10 year road map for fully stabilizing, improving and sustaining the public housing inventory. The Collaborative will continue to bring a seasoned voice to the renewed vision and planning process, then support able hands implementing it. We intend to work with CLPHA, HUD and others in enlisting the most capable public and private leaders and practitioners in the effort.
